Yes, you can delete your Twitter account and start again. In order to do so, you should go to Settings, click on the Settings tab, and then click on “Delete your account”.
When a Twitter account is deleted, all of the content it posted will be removed. The username will become unavailable. Eventually, the username will become available again, but may not have anything to do with what it was at first.
