The good apples should be informed that they are still in good condition if one rotten apple ruins the barrel. Applying a bombardment of rules that they have never broken makes an honest traveller feel more under scrutiny, so do it wisely and carefully. When “problem travellers” are aware that their boss is keeping an eye on their receipts, they frequently behave better.
